Who was this important State Secretary acting on behalf of the Government? Is he around?

THE HAGUE, May 23 — Malaysia’s conduct since 1953 showed that sovereignty over Pulau Batu Puteh had passed over to Singapore, the International Court of Justice said today, ruling 12-4 in favour of the republic.

This decision resolves a thorny issue that has haunted bilateral ties between the countries for 28 years. But the ICJ decision will not be the final word on this matter in Malaysia where loss of territory to Singapore – even an outcrop of rocks – could turn into a political issue. For the past few weeks, Johoreans have been conducting special prayers in the hope that the court will decide in favour of Malaysia.

But the ICJ noted that the strength of Singapore’s claim lay in a letter sent by the state secretary of Johor in 1953 to the Singapore government where he informed that “the Johore government does not claim ownership of Pedra Branca.” It could not accept Malaysia’s argument that the state secretary did not have authority or legal capacity to disclaim or confirm ownership of the island, said Judge Awn Shawkat al-Khasawneh.

He also noted that between 1962 and 1975 Malaysia published

several maps which attributed Pulau Batu Puteh or Pedra Branca to Singapore. This gave strength to Singapore’s claim of sovereignty.

The ICJ by a majority of 15-1 gave Malaysia ownership of Middle Rocks and said that the South Ledge belongs to the state in which territorial waters it is located in.

No larger than a football field, Pulau Batu Putih is considered important for its strategic position in the Straits of Malacca. It lies 7.7 nautical miles from Johor. The dispute over the island arose in 1980 when Singapore protested over a Malaysian map of its maritime boundaries which claimed the island.

Both countries tried unsuccessfully to resolve the competing ownership and in 2003 referred the matter to the ICJ.

The court’s decision was telecast live over national television in Malaysia this afternoon.

Johor letter ‘gave island to Singapore’

There it is, something handed over in a silver or is it gold platter. The Wanita UMNO chief Rafidah becomes the first beneficiary of the tussle between Mahathir and Badawi. Not bad for one, who caused heads to be turned at the AP scandal and caused a lot of heart-aches for Badawi, who should have put his foot down to fight corruption by sacking this fat lady. Not bad for one who cried and broke her shoes when Mahathir resigned, and then treating him like he was never his boss. Not bad one who created so much ruckus for not being selected as Minister after the 16 page letter she wrote to Badawi, and now all that is forgotten, she fights for unity in the party. You can’t beat her wily way can you.

KOTA BAHARU, May 23, (Bernama) — Wanita Umno chief Datuk Seri Rafidah Aziz wants its members, who are the party backbone, to focus more on strengthening unity in Umno than on contesting for posts in the coming party elections.
She said this was especially so now when the party was going through a troubled period.
Therefore, she suggested that it would be good if there would be no contest for the posts of Wanita divisional head and vice-head throughout the country in October.
She said the suggestion was made in the interest of the party and unity among members and not because of fear for contest.
“At the national level, Datuk Seri Shahrizat Abdul Jalil (Wanita Umno vice-head) had stated that she would not contest for the Wanita top post. I hope the situation will be that.
“I am saying this not because I am afraid of competition. I had lost three times before in the contest for the post. But in the current situation, party unity is of prime importance.
“Remember, we are all in one ship. If we are always fighting, the ship will sink,” she said after meeting Kelantan Wanita Umno members with several of the movement’s national leaders and Kelantan Wanita Umno liaison chief Wan Hazani Wan Mohd Nor also present.
Rafidah said unity among the 1.3 Wanita Umno members must be preserved, especially in the aftermath of the March 8 general election.
She dismissed the possibility of Puteri Umno members who were absorbed into the Wanita wing, wanting to contest for posts, saying that they were mature enough to know what was best for the party right now.

Go on, let Samy Vellu be lifetime president of MIC

G.Krishnan’s letter in Malaysiakini is a must read for all Indians. I don’t blame S Murugesan, a central working committee member of MIC for his early letter, I suppose he had to say something praiseworthy of MIC and Samy Vellu. But his letter had too many loop-holes that can be pounced on and and at the same time make a mockery of his patronage that he wished to portray of his party and the President.

For many, within his party and outside, MIC is now a smothered flame, partially because Samy Vellu insisted it must not be lighted for the people to see the inside and because it is the tradition for the last 32 years, but now taking pains to douse off the flame once for all. Then who cares, if he becomes the lifetime President, his son Velpari takes over from him or any other person, they will just have a lifeless party in their hands.

I like the way G.Krishnan explains how the ordinary Indian reacts to MIC, and I quote:

So, go on and keep your stranglehold on power on your irrelevant MIC; ‘re-elect’ Samy Vellu as president again or hand-pick his stooge successor – either way, you won’t fool us. Despite our diminished status as Malaysians, we have our dignity. Whether it’s the cendol seller, the engineer, the social worker, the artist, the doctor, the taxi driver, the small businessman, the student, the rojak seller, the business executive, the lorry driver, or any other Indian Malaysian who strives to make it against the odds, against the barriers your president’s MIC have helped put in our way, we will persevere with a renewed sense of purpose, through a non-race-based politics, to reclaim our place in Malaysian society with all the accompanying rights, privileges and responsibilities. No thanks to your MIC president though, Murugesan.

Rahim says he resigned voluntarily from government and party posts in 1994 to safeguard the image of UMNO. Will this be good enough for him to be elected in the next UMNO elections in December as a Vice President.

  • He does not want people to talk about his past, past is past, and if anyone dares to say in the open he will take them to court.
  • He wants strong leadership in UMNO.
  • He says UMNO must face up to the past and present mistakes if it wants to be relevant
  • He feels present leaders are weak and unqualified to hold posts. They hand out contracts, titles, and bags of money.
  • He is hoping for better quality candidates this time around.

With all these does he feel he will be nominated.

Only lately Lim Guan Eng has claimed he wants a review of an old case. This appears here. Anything can happen from now until December.

KUALA LUMPUR: Former Umno Youth chief and ex-chief minister of Malacca Tan Sri Abdul Rahim Tamby Chik has offered himself as a vice-president candidate in the party’s election in December.

Abdul Rahim, who resigned from all his government and party posts in 1994 said he was ready to make a political come back, adding that the climate was right considering the that members were now clamouring for leadership change.

The man who quit as Malacca CM amidst allegations of sexual misconduct with an under-aged girl, had this to say to anyone planning to discredit him on the campaign trail, if he succeeds in getting the required nomination to contest the post:

“Do so at your own peril. I will not hesitate to take legal action for libel against anyone who levels these allegations against me in the open.”

The 58-year-old politician said he had been cleared by the court of all the allegations and had spent additional six years taking legal action against those who had slandered him, and had won every one of them.

“This time around, I am issuing an early warning, if you slander me, you must be willing to face the consequence because I will not take it quietly irrespective of whether you are a minister, deputy minister or anyone else. Don’t try to victimise me with wild allegations again,” he said in an interview at his office here Friday.

He said he had resigned as Malacca CM and Umno Youth Chief at the height of his political career 14 years ago not because he was guilty or was pressured by the party, but did so voluntarily to safeguard Umno’s image.

Abdul Rahim believed that his good track record as Malacca CM, a post that he held for 12 years, his experience as Umno Youth chief, combined with his current position as the Federation of Malay Economic Bodies (Gabem) chairman and supreme council member, would put him in good stead to be in the party’s top line-up.

Umno, he said, needed a very strong leadership line-up to ensure its survival in the changing domestic political landscape brought about by the outcome of the 12th general election.

“Only a strong leadership can take decisive actions to rectify mistakes and address weaknesses. Umno needs to realise that it has no choice but to face up to all of its past and present mistakes heads on, if it wants to remain relevant.

“Cleaning up our internal mess is no longer a choice, but a necessity,” he added.

The Barisan Nasional’s dismal performance in the past general election, he said, it should serve as a bitter lesson to Umno take serious view of people’s perception of its practices, and that of its leaders.

He said, battling political corruption, one of the main scourges afflicting the party, whether perceived or otherwise, would be his main political agenda from now on to ensure a clean, fair and transparent party poll at the end of the year.

Claiming that he had the support of quite a substantial number of influential groups within Umno to go for the number three position, Abdul Rahim said that leadership change in Umno should be a natural process based on its democratic practices, as Umno does not belong to any exclusive group or leaders.

“We need to return Umno back to the members and they must be allowed to choose the leaders freely without any restriction. If we continue to allow Umno to be the exclusive property of any group or leader, the party will die.

“But what is happening within Umno is that there are leaders who are weak and unqualified to hold their posts, but continue to do so by abusing their power and positions. They hand out contracts, offer Datukships and give away bags of money to those that matter to secure their positions.”

“The delegates must be ready to change their mindset and stop these bad practices. Hopefully we will get better quality delegates this year, as they are the ones with the power to stop all these shenanigans once and for all.

“Otherwise, Umno will end up with a bunch of mediocre and stupid leaders who are elected simply because they are corrupt and willing to abuse their positions. In this present climate such outcome may spell the end for the party,” he added.
