So it is very clear now. All states controlled by Pakatan Rakyat, will have mini Ministries separately, set up by the Federal Government. In all Pakatan Rakyat states there will be 2 administration, one elected by the people, the second selected by the Barisan Nasional. In time to come Barisan may also have a state assembly running parallel, to the existing one, and depending on the subject matter will be chaired by the Barisan Nasional Ministers from Kuala Lumpur.
Funding of the legal State Assembly is from state funds but the funding of the alternate state assembly will be from Federal funds, and the money for the spending will be carried by the Minister concerned in luggage bags; ask Muhammad squared and he with his experience will tell how this will be done.
This alternative Government thing started in Penang, the education department taking the lead, then Azalina the Tourist Minister said tourism memorandums of understanding with Opposition-ruled state governments will be terminated and Muhhammad squared says all federal projects will be channelled through the committee instead of the respective state governments. This is just the beginning other Ministries will follow soon.
Lets look at the village heads problem. They resigned and were not sacked. When you resign it is either you don’t want to work anymore or they fell insecure with the new state government. It is the village head’s choice. Why should Muhammad give them new jobs. The village and security committee is a state matter, why must this be disbanded. Surely new members can be appointed.
I am sure this matter will be debated in Parliament.
Village Heads Who Resigned To Be Absorbed Under Rural And Regional Development Ministry
SERI ISKANDAR, April 8 (Bernama) — All village heads in Perak, Selangor, Penang and Kedah, who have resigned from the post, will be reappointed by the Rural and Regional Development Ministry, its minister Tan Sri Muhammad Muhd Taib said.
Muhammad said the ministry, however, had not decided on the name of post for their reappointment.
He said the ministry might accept a proposal by the Perak Village Heads Association that the new post be named the federal development coordinating committee (JPPP), replacing the village security and development committee (JKKK).
There were about 2,000 village heads in the four states which are now under the Pakatan Rakyat (People’s Alliance)’s rule.
“The ministry will pay their allowances and all federal projects will be channelled through the committee instead of the respective state governments,” he told reporters after a meeting with 817 village heads here Tuesday.
On the claim by Perak Menteri Besar Perak Mohammad Nizar Jamaluddin that the village heads were forced to resign, Muhammad said, all the 817 village heads who attended Tuesday’s event did so voluntarily.
