There is this letter from P Dev Anand Pillai in Malaysiakini on the civil service, lamenting on the fact that the civil service has closed its doors to the non-Malays, while Chinese and Indians alike shun Government work. There is a Tamil saying even if you are rearing chicken make sure this job is done with the Government. I guess this was because of the security civil service jobs offered, plus the pension, and the icing on the cake the respect you get as a civil servant. You had Government quarters to stay privileges in getting free medical treatment and as assurance of work until retirement.

I was in the civil service and I know what I am talking about. Appointments were straight forward. Topmost was your education, followed by an interview where question of race was rare. If you had the educational qualification you are selected and you start work. Advancement is by experience, your skill and seniority and promotions are a matter of fact unless you goof it up by inefficiency and a bad report from your superiors. Surprisingly the 3 major races were well represented in promotion and other benefits. There was parity.

Then came the 80s. Graduates were being manufactured without quality control, and they started filling in vacancies. These graduates, were no match for the man who has toiled from day one to learn a trade, but because they had gone through University felt important and assumed a know all attitude. These graduates were all Malays and with a background of poor knowledge, thought they knew everything. Secondly politics came into play. An UMNO head was promoted not on his ability but political background and guess what, he was moved from place to place because he could not perform and finally given a desk job until retirement. Malays took over the civil service and opportunities for non-Malays were no more.

There are many more anecdotes and the older civil servants including Malays really knew what gone to the dogs meant.

I’d wanted to join the civil service but…

There has been a lot said about the non-Malays being uninterested in joining the civil service. A lot had been said, about Indians especially, not being given the civil service opportunities due to the bias and racial preference of the Public Services Commission.
One would say that the real reason is that the government has just failed to stop the civil service from becoming homogeneous after the senior clerical and technical staff of the Merdeka generation had retired. The civil service has become very unbalanced in terms of its composition because there was an internal tide which was not stemmed from the beginning.
This tide became a ‘tsunami’ which we now find very difficult to subdue due to the fact that the early entrants have now become major policy-makers themselves and they determine the civil service’s intake.
Because the government silently allowed the civil service to become a mono-`ethnic civil service, can one blame the non-Malays for not wanting to join the civil service?
Indians have always been the type that would want a stable job from which they can retire from with a pension and gracefully grow old. It was an honour in those days to be in the civil service as it gave the entrant a certain social standing and authority besides security of tenure.
But things have changed today in that the young no longer see the government as the main employer after they have successfully sought their qualifications. It is the opportunities that count today. It is the creativeness and ability to be different and the recognition of that talent which attracts the current generation.
I was very interested in the civil service when I first came out of Law School 12 years ago but as usual, I did not get the call up to attend an interview with the Judicial and Legal Services Commission. If I had been given an opportunity, I would have been serving in the civil service today. But I would say that it was a blessing in disguise as being in the private sector has given me the freedom to plan my future to meet the goals and targets that I have set for myself.
The government would still be able to correct the situation if proper policies are implemented and seen to be put into practice when decisions are made. A quota would be good start as it would assure the non-Malays that there are positions available which can be taken up in the respective fields if there are vacancies. This will also act as a catalyst to the young Malays to venture into the private sector and prove their ability.
The government must be very firm in its policy that there should not be a homogeneous civil service workforce made up of only one race in any government department. More promotions and a fair chance at becoming heads of departments and units concerned should be extended to the non-Malays so that a fair playing field in created for all to excel.
Currently, we do not see a fair representation of the Chinese and Indians as secretary-generals, director-generals and directors in most government departments. The same applies to senior positions in the police and armed forces.
Even if the government does not succeed in recruiting more non-Malays into the civil service, the communal attitudes and bias within it should be eradicated and nipped in the bud before it festers a situation which is beyond control. If this can be done, the delivery service will automatically become better and seen to be functional as employees take pride in what they do.

By definition, (this is super eye-opening) there was a Hindu Malay Empire in Kedah.

Yes, I said it right. The Malays were Hindu.

It was, by the old name Langkasuka. Today known as Lembah Bujang. This Hindu Malay Empire was 2,000 yrs old, pre-dating Borrobudor AND Angkor Watt, who came about around 500-600 yrs later. Lembah Bujang was THE mighty trading empire, and its biggest influence was by the Indians who were here to help start it.

By definition, this should make the Indians BUMIPUTERAS too since they were here 2,000 yrs ago!

Why are they marginalized ?

Man: NY hospital forced rectal exam

A construction worker claimed in a lawsuit that when he went to a hospital after being hit on the forehead by a falling wooden beam, emergency room staffers forcibly gave him a rectal examination.

Brian Persaud, 38, says in court papers that after he denied a request by NewYork-Presbyterian Hospital emergency room employees to examine his rectum, he was “assaulted, battered and falsely imprisoned.”

His lawyer, Gerrard M. Marrone, said he and Persaud later learned the exam was one way of determining whether he had suffered spinal damage in the accident.

Marrone said his client got eight stitches for a cut over his eyebrow.

Then, Marrone said, emergency room staffers insisted on examining his rectum and held him down while he begged, “Please don’t do that.” He said Persaud hit a doctor while flailing around and staffers gave him an injection, which knocked him out, and performed the rectal exam.

Persaud woke up handcuffed to a bed and with an oxygen tube down his throat, the lawyer said, and spent three days in a detention center.

A request by the hospital to dismiss Persaud’s lawsuit was denied by Justice Alice Schlesinger, who ordered a trial to start March 31.

Hospital spokesman Bryan Dotson said, “While it would be inappropriate for us to comment on specifics of the case, we believe it is completely without merit and intend to contest it vigorously.”

Persaud’s lawsuit, filed in Manhattan’s state Supreme Court, seeks unspecified damages. A judge dismissed a misdemeanor assault charge against him.

Camera Handphones frighten me. My basic concern is ignorance of using one because I don’t have it. Second it expensive I think. Third, it can be a source of embarrassment if caught, say, smooching a flower you always wanted to and hoping you are not on camera, but somebody unexpectedly snapped you. Dear camera lovers and plant lovers don’t be angry. Human nature demands you give a peek if you like the flower – there is nothing wrong. But what if you are captured when giving the plant and flower a bear hug, slobbering the kiss with saliva drooling from your mouth and accompanied by deep-throated sweet nothings. Your mental equilibrium requires a tune up. Work pressure perhaps. You know why I am frightened to be photographed, well, I don’t want my intimate, natural crankiness, to be recorded. I am sure most of us have this unenviable trait sometimes. One mans eatables is another mans poison they say. That is okay.

Lately our newspapers have enlightened us as to how vulnerable we are to these crazy gadgets that can record our actions for our posterity. Imagine how uncomfortable you will feel down under when your grandson claps his hand and laughs “Look, see what grand-dad did”. Enlightened came with the compliments of V.K.Lingam and our Chuah Soi Lek. Although in the case of the ex Health Minister’s intimacy was secretly recorded.

Man likes photography. Girls are proving they are a match. A female lover captures her male friend in half-naked poses reports the newspapers. This is going to create an explosion I am afraid. There are uneasy males in their workplaces today wondering how many girlfriends have in their position that indiscriminating evidence of some naughty episode. Man are chauvinistic, but they are vulnerable if they are digitalised with their attire in the wrong place. So, men, be careful.

Cheat outed by semi-nude pictures

KUALA LUMPUR: We often hear of spurned men threatening their female lovers about releasing intimate pictures of themselves.

But in a relationship between a Malaysian man and a China woman it was just the opposite.

Xu (not her real name), 36, from Hunan, China, turned the tables on Tan (not his real name) and threatened to release intimate pictures of him after he disappeared with her passport and RM900 in December.

Xu was in Malaysia last year for business when she met Tan who claimed to be a “disciple” of MCA Public Services and Complaints Department head Datuk Michael Chong.

They became lovers within weeks.

As Xu’s visa permit neared its expiry date in December, Tan convinced Xu to hand her passport and money to him, as his amity with Chong would help make the extension of the visa process faster.

That was the last she saw of him. Xu sought Chong’s help on Jan 3.

Little did Xu know but the semi-nude pictures of Tan, taken with her handphone, were the answer to getting her passport back.

“I called Tan and he denied it at first, but after learning about the half-clothed pictures of himself, he admitted to cheating Xu,” Chong said, when relating Xu’s ordeal at a press conference yesterday.

He said Tan only agreed to return the passport after finding out about the pictures.

Chong, who was exasperated with his name being used, said that he did not know Tan.

“A lot of people out there are misusing my name, but doing so will only get them in trouble,” Chong said.

Tan returned the passport to Wisma MCA through a messenger service.
